Shiokara (meaning salty-spicy) is a Japanese cuisine where seafood is mixed in a paste of fish guts fermented with malted rice.
There is a fashion award in Japan called the “Best Jeanist Award” given to celebrities who look the best in jeans. From there, the title “Best XX-ist Award” has become a trend of sorts one says when they excel at something in particular, and Akuta here is saying that the plan he came up with is the best way to eat chocolate ever.
